The best I’ve found are at Tortilleria Sinaloa on Eastern Avenue. A distant second, I will occasionally purchase the Restaurant Style (yellow label) tortilla chips from Trader Joe’s. Tortilla chips don’t keep well at all, even when sealed. TJ’s is really good at keeping turnover high, so you are likely to get a fresher bag than other places.
The salsa vendor at the Sunday Catonsville farmer’s markets also sells tortilla chips they fry themselves. I’m undecided on these. The same salsa vendor is also at the JFX market, but I don’t remember if they sell tortilla chips there or not.
